CNN —Following several failed attempts over five months of Israel’s devastating war in Gaza, the United Nations Security Council on Monday finally passed a resolution calling for an immediate ceasefire. Israeli officials lambasted the resolution, saying they have no intention of ceasing fire. Israel criticized the language of the resolution, saying it doesn’t firmly tie a ceasefire to the freeing of the hostages held in Gaza. Oren Ziv/AFP/Getty ImagesIs the resolution binding on Israel? After the resolution passed, US officials went to great lengths to say that the resolution isn’t binding.

Fifty-two countries will participate in arguments at The Hague over the six-day hearing – more than any other case heard by the court in its history. Israel captured the West Bank, East Jerusalem and Gaza in the 1967 Six-Day War. Israel today has full administrative and security control over 60% of the West Bank area while the PA has nominal control over Palestinian population centers. There are an estimated 700,000 Israeli settlers illegally living in the West Bank. All Israeli settlements in the occupied West Bank are considered illegal under international law and by much of the international community.

Editor’s Note: Michael Bociurkiw (@WorldAffairsPro) is a global affairs analyst and former UNICEF spokesperson for Gaza and the West Bank. But UNRWA funding differs from other UN agencies such as UNICEF, in that it’s mostly dependent on government funding. And that’s why countries pulling funding — as they have done this past week — is such a potentially fatal blow to its operations. Tiny Jordan already hosts at least 2 million Palestinians, including many from Gaza who arrived decades ago. Note: This op-ed has been updated to reflect the latest number of UNRWA employees Israel alleges were associated with Hamas’ October 7 attack.

Jerusalem CNN —Israeli special forces, dressed as civilians and medical staff, infiltrated the Ibn Sina hospital in the occupied West Bank city of Jenin on Tuesday and killed three Palestinian men, according to Israeli and Palestinian officials. Hamas said the men were Jenin Brigades fighters, an umbrella group of armed Palestinian factions in the West Bank city. The Israel Defense Forces (IDF) said they were terrorists linked to Hamas and Islamic Jihad, and an Israeli government minister praised the operation. The disguised special forces “infiltrated the hospital individually, headed to the third floor, and assassinated the young men,” Palestinian state news agency WAFA reported, citing sources from inside the hospital. International law provides general and special protection for civilian sites, including hospitals,” the ministry said in a statement on Tuesday.

Of the 13 UNRWA employees alleged to have been associated with the attack, the Israeli document alleges 10 were Hamas operatives, two were Palestinian Islamic Jihad operatives and one is unidentified. It also alleges that at least one UNRWA employee supplied logistic support to the attack. In a statement Sunday, UN Secretary-General António Guterres said nine UNRWA staff members at the center of the allegations had been fired. At least 152 UNRWA staffers have been killed in Gaza since the Israel-Hamas war began, according to the agency. Israel has strongly opposed calls for a ceasefire, maintaining that it needs to press on with its aim of eliminating Hamas.

Here’s what that could mean for the millions of Palestinians that rely on UNRWA for sustenance. The agency provides a wide range of aid and services to Palestinian refugees and their descendants. While its purpose is to support Palestinian refugees, UNRWA does not have a mandate to resettle them, a mandate that the UN High Commissioner for Refugees (UNHCR) does have. Millions more Palestinian refugees live in neighboring countries like Jordan, Syria and Lebanon, and rely on aid from the agency. At one UNRWA school shelter in Deir al Balah, Gazans said they were worried about the suffering to come if UNRWA’s aid is suspended.

CNN —The time has come to declare gender apartheid a crime. That is why I have written a letter to United Nations Secretary-General António Guterres, urging him to declare gender apartheid a crime against humanity. Inhumane acts committed in the context of an institutionalized regime of systematic oppression and domination by one gender group over another are termed gender apartheid. This is why it is imperative that gender apartheid is recognized as a crime against humanity. In recent months there has been positive momentum at the United Nations towards recognizing and codifying gender apartheid.

On December 22, the UN Security Council passed a resolution calling for further extended humanitarian pauses to allow more aid into Gaza. People carry some of their belongings as they walk to Rafah in the southern Gaza Strip on January 4, fleeing central Gaza. But even as foreign aid to Gaza rose in the wake of the Hamas takeover, the amount of aid fluctuates annually, OECD data shows. In 2018, the Trump administration cut about $200 million in Palestinian aid and halted contributions to UNRWA. Medicine for Israeli hostages and Palestinians entered Gaza last Wednesday after Qatar brokered a deal with Israel and Hamas.

Israel stepped up its ground and air offensive in the Gaza Strip overnight, rejecting the United Nations' demand for a humanitarian truce. "We reject outright the UN General Assembly despicable call for a ceasefire," Foreign Minister Eli Cohen said in a social media post on X, vowing to "eliminate Hamas." Overnight, Gaza saw "the heaviest and most sustained bombardment" to date, according to NBC News. Inside the besieged territory, one NBC crew member said it was "very dangerous everywhere," amid extensive shelling and bombings from above and on the ground. Communications with those inside Gaza have been cut off with a near-total blackout of internet and mobile phone services.

CNN —The Israel Defense Forces (IDF) is “expanding ground operations” in the Gaza Strip, IDF spokesman Rear Admiral Daniel Hagari announced Friday, as intense airstrikes rocked the besieged enclave and with communications links reportedly severed. Gaza residents told CNN the strikes were the most intense they have experienced since Israel began to retaliate against Hamas’ October 7 terror attack nearly three weeks ago. A huge wall of heavy smoke that lasted 15 to 30 minutes also blew from Gaza into southern Israel earlier Friday evening. “We have, of course, certainly seen Israel undertake varied operations on the ground in the last couple of days,” National Security Council spokesman John Kirby told reporters Friday. He also declined to say if the Biden administration has confidence that Israel has fully considered the ramifications of a ground incursion.

Washington CNN —The US carried out airstrikes targeting two facilities linked to Iranian-backed militias in eastern Syria on Thursday, according to a statement from Defense Secretary Lloyd Austin, following a series of drone and rocket attacks against US forces in the region. He directly accused Iran of having a role in the attacks on US forces, saying in the statement, “Iran wants to hide its hand and deny its role in these attacks against our forces. We will not let them.” Austin also promised further strikes if the attacks by Iran’s proxies continue. Earlier Thursday, the US announced it is deploying about 900 troops to the Middle East - with the potential for many more. CNN —President Joe Biden and his top aides are absorbing the explosion of violence in Israel on Saturday and contending with a complicated diplomatic situation unlike any previous conflict between the Israelis and the Palestinians. A fractured political environment among the Palestinians will make it difficult for American officials to identify a reliable negotiating partner. The last time major violence broke out between Gaza and Israel, Biden and senior American officials played a critical behind-the-scenes role in brokering a ceasefire. It included a lengthy one-on-one component without any aides present, and Biden invited Netanyahu to visit the White House. Still, Netanyahu’s attempts to keep his far-right governing coalition together could make American diplomatic intervention in the conflict even more difficult as he comes under pressure for a full-scale response.

CNN —Russia is formally seeking to rejoin the United Nations’ Human Rights Council, nearly 18 months after it was suspended from the body following its invasion of Ukraine. Russia has been accused of a huge number of human rights abuses over the course of its war in Ukraine, and the International Criminal Court has issued an arrest warrant for its President Vladimir Putin over an alleged scheme to deport Ukrainian children to Russia. Russia had joined the council in January 2021, as one of 15 countries elected to serve a three-year term. Russia remains one of five permanent members of the UN’s Security Council, and no clear legal framework exists to remove it from that post. Moscow last took the presidency of that council, which rotates among the 15 members on a monthly basis, in April.
